Capiz, Philippines, April 14, 1901 - A dispatch from Capiz on the island of Panay in the Philippines reports that the provincial government of Capiz is to be officially established tomorrow. The New York Times reports that the locals in this part of Panay flocked to the province's capital, Capiz, "on foot and in carriages" to cordially meet the arrival of the United States Philippine Commission and to hear the principles inaugurating the provincial government tomorrow. A meeting was held today at a local theater in preparation for tomorrow's event.

Local officials explained that the Federalist movement, as well as the "liberality of the laws" passed by the commission has rapidly pacified the locals in this part of the island.

The Province of Capiz "has suffered greatly from war, rinderpest and locust plagues," which eventually swayed local sentiments to seek for peace and favor the establishment of the civil government.
